Rastriya Swatantra Party (RSP) lawmaker Nimita Bhandari has said that it is appropriate to extend the term of the Governor of Nepal Rastra Bank for three years and extend it for two more years on the basis of performance. During the discussion on the report of the committee on the bill to amend the Nepal Rastra Bank Act, 2058 in the Finance Committee meeting held on Wednesday, lawmaker Bhandari said that this provision was made after a long discussion in the committee.
Stating that it was her first experience of holding clause-wise discussions in the committee after coming to the parliament, she said that the suggestions received from different sectors were also included in the discussion of the committee. She said that the committee has forwarded the bill after holding in-depth discussions on each point. Admitting that different countries have different practices regarding the tenure of the governor, Bhandari said that the decision should be taken keeping in mind the political and institutional situation of Nepal.
She said that the post of governor is not a position that comes for learning, but a position that comes to work with executive responsibility. She said that the person appointed as the governor is selected on the basis of experience and competence, so the work should be carried out after taking the responsibility. She argued that the governor will need some time to implement his strategy, coordinate with the team and establish his working style, but it does not require a long period of time.
Lawmaker Bhandari said, “There has been enough discussion in the committee about the tenure of the governor. A person who comes to the executive post like the governor will not only come to learn but also come to perform with experience and clear vision. Although it is natural to take some time to coordinate with your team and implement the strategy, it is not appropriate to assume that it requires a long time. We have also studied the suggestions of various parties and international practices in this regard. Keeping in view the political and institutional situation of our country, it seems appropriate to maintain the regular tenure of the governor for three years and provide an additional two years if the performance is good. This will give the governor an opportunity to fulfill his responsibilities effectively and also provide a clear basis for evaluating his performance. In the past, there was talk of removing or removing the governor in the middle, which would affect the institutional stability and social prestige of the person. Therefore, it is necessary to make clear and stable arrangements based on the performance of the governor. I am of the opinion that the provision of continuation for two more years would be practical and clear if there is good performance in the three-year term. ’
He said the three-year term would provide a basis for evaluating the governor’s performance.
